HP's hw6515b Mobile Messenger is capable of working with almost any GSM/GPRS network worldwide. An unlocked Mobile Messenger can be used overseas with a new SIM and separately purchased service plan from an international wireless service provider or with an existing GSM/GPRS wireless service plan.

When you purchase an unlocked HP Mobile Messenger, you are purchasing it without a wireless service plan. As a result, HP does not provide a new activation discount for this model.
